Introduce a Community Problem

A community problem is something people share and want to improve. Imagine that a neighborhood park has a small empty area. On sunny days, the area becomes hot, and few people use it. Children, families, and older adults may have different ideas about what should go there. Before choosing, the community needs to define the problem clearly. Students can ask, “Who uses the park?” “Why is the space empty?” and “What changes are possible?” They can observe the space, notice the amount of sunlight, measure its size, and ask park visitors what they need. These questions and observations provide evidence. A clear problem statement might be: “The park has a sunny empty area that does not serve many visitors.” Defining the problem helps everyone discuss the same need.

Identify Possible Solutions

After defining the problem, students can suggest possible solutions. A solution should respond to the community’s need and fit the available space. For the empty park area, one idea is to plant shade trees. Another is to build a small play area. A third idea is to create a community garden. A fourth is to add picnic tables with a shade cover. Students should gather information about each choice. They might ask how much space each solution needs, who could use it, how safe it would be, and how it would be cared for. For example, trees provide shade for many visitors, but they take time to grow. A play area gives children a place to move, but it may cost more. Comparing benefits and limits helps students understand each choice.

Listen to Different Viewpoints

A viewpoint is what a person thinks about an issue and why. Fair decision-making includes listening to viewpoints that may be different from your own. During a class conversation, students should take turns, look toward the speaker, ask helpful questions, and respond respectfully. One child might say, “I prefer a play area because children need a safe place to exercise.” A parent might prefer picnic tables because families could eat and rest together. A gardener might support a community garden because it can grow food and teach people about plants. An older neighbor might choose shade trees because the park needs a cooler place to sit. Students can compare these ideas with their own opinions. They do not have to agree, but they should explain each viewpoint accurately before making a decision.

Vote and Graph Class Preferences

A class vote can organize everyone’s preferences. Each student chooses one solution after hearing the evidence and viewpoints. Suppose 20 students vote: 8 choose shade trees, 6 choose a play area, 4 choose a community garden, and 2 choose picnic tables. Record every vote only once. Then create a bar graph with one bar for each of the four choices. The categories go along the bottom, and the number of votes goes up the side. Each square in a bar represents one vote. The tallest bar shows that shade trees received the most votes. The graph also shows that 6 students preferred a play area and that other choices received support. A graph makes the results easy to compare, but voting results are only one kind of evidence for a fair decision.

Recommend a Fair Solution

A fair recommendation uses votes, evidence, and different viewpoints. It does not simply ignore people whose choice received fewer votes. In the example, the class could recommend planting shade trees because that choice received 8 votes, the highest number. Observations also showed that the area was very sunny, and shade could help children, families, and older adults. To include another viewpoint, the class might recommend placing simple painted game spaces beneath or near the trees if the budget and park rules allow it. Students should explain their reasoning: “We recommend shade trees because they received the most votes and would make the hot area useful for many visitors.” They can also name a limit, such as the time trees need to grow. A fair recommendation is clear, supported by evidence, and respectful of the whole community.
